Re-implement 'Send email to both' in approval sharing

When using approval sharing, you've been able to have notification emails sent to either the person who's sharing approval tasks or to the substitute approver – but not both. With this feature, the option to have notifications sent to both users at the same time will be made available again.

This setting had been previously to Document Capture, but was subsequently removed because it didn’t meet Continia’s standards.

The refactored setting is available on Approval Sharing - Document Capture and works as expected, notifying via email both the substitute and original approvers when Both Users is selected under the Send Email To column.
